The Central Institute for Economic Management (CIEM) can be regarded the leading national economic think tank in Vietnam. It operates under the direct authority of the Ministry of Planning and Investment and makes recommendations on economic laws and regulations, policies, planning and management mechanisms, business environment and economic renovation. FES supports CIEM in its research since 1992. The jointly published FES-CIEM "Working Papers are widely recognized by Vietnamese scholars and practitioners.
